Persona
Belisarius Cawl
Archmagos Dominus · The Architect of the Primaris · The Keeper of the Long Promise
LOYALIST · ADEPTUS MECHANICUS
The Long Commission
Belisarius Cawl is roughly ten thousand years old. He took his initial commission from Roboute Guilliman in M31 — the brief was to engineer a next-generation gene-seed line that would improve on the original Astartes' physiological limits. Guilliman thought it would take a few centuries. Cawl thought it would take longer than that.
The project, the Primaris Programme, ran in deep secrecy for ten millennia. Cawl outlived every contemporary, augmetic'd the work into himself layer by layer until he was more cog than man, and never published the work. He waited for Guilliman to return, because he had been told to wait.
The Resurrection
When the situation in M41 had decayed enough that the Imperium clearly required either the primarch back or the project unveiled, Cawl arranged for both. The resurrection of Guilliman on Macragge in 999.M41 used Cawl's ten-millennia's worth of biological intervention combined with the Ynnari Yvraine's partial channel to Ynnead.
The primarch woke. Cawl unveiled the Primaris Marines — a new generation of Astartes, larger and gene-augmented beyond the original specifications, ready in their hundreds of thousands. The Indomitus Crusade had its army.
I have kept my appointment, my lord. It only took ten thousand years.

Mars & The Sealed Vault
Cawl's standing on Mars is high but contested. The senior Cult Mechanicus has long suspected him of holding knowledge that should, by doctrine, have been shared with the wider priesthood. He has access to the deeper restricted strata of Mars itself — the levels closest to the Void Dragon's sealed shard. He has visited those strata. He has not commented publicly on what he found there.
The Adeptus Custodes maintain a permanent watch on his Martian visits.
M42 Work
Cawl's current project is the closing of the Cicatrix Maledictum — or, more precisely, the manipulation of Blackstone Fortress technology toward a partial Rift closure. He has been seen on Cadia's remains, in the Sanctus Wall fortifications, and in conference with Guilliman, the Lion, and the Silent King.
He is, by Inquisitorial measure, one of the three or four most influential individuals in the Imperium currently breathing. He is not, by his own report, in any hurry. He has time.
The Ten-Thousand-Year Project
Belisarius Cawl was assigned the Primaris Project by Roboute Guilliman personally during the Heresy-era's last weeks — specifically, by Guilliman's classified dispatch to Cawl's Mars-based laboratory in 014.M31. The project's specific brief: design, test, and prepare for mass production a new Astartes gene-template that exceeded the standard Heresy-era Legion templates in every measurable operational parameter. The project's expected completion was "within ten thousand years."
Cawl met the timeline. The first Primaris Astartes were produced in approximately 010.M42, after approximately ten thousand years of sustained Mars-based development work. The work required Cawl to maintain biological continuity across the full period — a maintenance regime that involved bionic augmentation Cawl had personally engineered, sustained Mars-based laboratory infrastructure, and approximately three hundred bionic surgical procedures across his lifetime. He is currently approximately 84% bionic by mass.
The Sealed Vault on Mars
Cawl maintains a personal vault deep within Mars's Olympia Mons complex — a vault whose specific contents have been the subject of approximately five Inquisitorial investigations across the past three centuries. The investigations have been unable to penetrate the vault's specific security arrangements; Cawl has, by classified internal correspondence, indicated that the vault contains "the Project's research notes, the Project's residual gene-seed samples, and one other item that the Inquisition has no need to know."
The "one other item" speculation has produced sustained Imperial Cult internal speculation. The most-cited working hypothesis is that the item is a fragment of the original Heresy-era Anathame — the daemon-weapon that wounded Horus at Davin's moon and triggered his fall. Cawl has not commented on the speculation. The Inquisition has not been able to confirm or refute the hypothesis. The vault remains sealed.
M42 Indomitus Coordination
Cawl's Indomitus-era operational position is the Indomitus Crusade's senior Mechanicus technical authority. He has personally coordinated the deployment of approximately 80% of the Crusade's Primaris reinforcement allocations across the affected Astartes chapters; he has personally supervised the Rubicon Primaris medical procedure for approximately seventeen documented Chapter Master-rank Astartes (including Marneus Calgar, Logan Grimnar, and Pedro Kantor). His specific operational coordination with Guilliman is conducted through twice-monthly classified communications.
Cawl's specific operational priority across the next several Terran decades is, by his classified report to Guilliman, the completion of the Primaris Project's "outstanding research subprojects" — work that the Project began but did not complete during the original ten-thousand-year period. The subprojects' specific content has not been declassified. Guilliman has approved their continuation. The Mars-based laboratory infrastructure has been expanded to support the work.
The Project began with one instruction. Ten thousand years later, it has produced what was asked for.
