Origin & The Lex Imperialis
The Adeptus Arbites do not care if a citizen murders his neighbor. They do not care about local planetary theft. They are not police; they are the militant arm of the Lex Imperialis—the great, overarching law of the Imperium. Formed to ensure that planetary governors pay their tithes, stamp out sedition, and hunt rogue psykers, the Arbites are the grand marshals of a brutal, star-spanning jurisdiction.
Precinct & Patrol
Every civilized Imperial world hosts an Arbites Precinct-Fortress. These are monolithic, heavily fortified bunkers dominating the skyline. They are designed to withstand full planetary rebellions, holding out until Astra Militarum reinforcements arrive. Inside, Arbitrators pore over millions of volumes of archaic law, while Shock Troops patrol the streets in heavily armored Rhino transports, ready to crush riots with overwhelming violence.
Doctrine of Suppression
The mere sight of a squad of Arbitrators—clad in heavy carapace armor, suppression shields locked in a phalanx, combat shotguns racked—is enough to shatter the morale of a rebellious mob. They do not negotiate. They execute the Emperor's justice with power mauls, cracking skulls and breaking spines. Mercy is not written in the Book of Judgement.

When Governors Forget Their Oaths
The primary target of a senior Judge is often the planetary governor themselves. When a world's tithes fall short, or a governor begins hoarding planetary defense forces, the Arbites strike. They will kick down the doors of the governor's palace, slaughter their personal bodyguard, and execute the lord in his own throne room to set an example for the successor.
The Long Arm of Terra
Arbitrators are drawn from the Schola Progenium, specifically separated from their home worlds. An Arbitrator will never serve on the planet of their birth, ensuring total objectivity and stripping away any local sympathies. To them, the citizens of a Hive world are not people; they are merely subjects bound to obey the word of Terra, or die defying it.
